Steering Committee
Objectives
- Receiving and reviewing proposals from the Executive Committee and make key recommendations to the Governing Body of the Codrington Trust (the CT) and the Board of Trustees of United Society Partners in the Gospel (USPG).
- Providing direction, oversight and advice for the operation of the project.
- Controlling project scope is controlled and agreeing changes that might be necessary.
- Ensuring the wider network of relationships, church and secular, (e.g. CPWI, CoE, UWI, Barbados government) are being attended to.
- Ensuring USPG and the CT work well and effectively together; all stakeholders are appropriately engaged and that there is a strong framework for strategic and crisis communications; the necessary financial management, thresholds and accountability are in place and functioning well.
- Reviewing all significant acts of communications (e. g. press conferences) and significant research publications (e.g., the final published review of the Historical research of the legacy of the USPG management of the Codrington Estates and its constituent parts). The Steering Committee may determine what is ‘significant’ in this context.
- The Steering Committee will meet a minimum of four and a maximum of six times a year.
Codrington Trust Representatives

The Most Rev’d Dr. Howard Gregory,
Archbishop of the Church in the Province of the West Indies
The Most Rev. Howard Kingsley Ainsworth Gregory is Bishop of Jamaica and the Church in the Province of the West Indies (CPWI). Prior to his election as Lord Bishop, Bishop Gregory served as Suffragan Bishop of Montego Bay for 10 years. His pastoral journey began in 1973 when he was ordained a Deacon, and he entered the priesthood in 1974. His first appointment was that of Anglican Chaplain of the Mona Campus of the University of the West Indies.
He later served as Chaplain and Lecturer at the Church Teachers’ College in Mandeville from 1978-80. He was appointed Acting Anglican Warden and Tutor at the United Theological College of the West Indies in 1980, and served concurrently as Priest-in-charge of the Golden Grove Cure. Returning from study leave in 1986, he was appointed Anglican Tutor and Lecturer in Pastoral Care and Counselling. In 1987 he was promoted to the position of Deputy President of the UTCWI. In 1990 he was appointed President of the College and served in that capacity until 2002 when he was elected Suffragan Bishop of Montego Bay.
Bishop Gregory holds a Bachelor of Arts degree in Theology, the Diploma in Ministerial Studies and a Diploma in Education from the University of the West Indies. In addition, he holds a Master of Sacred Theology degree from the Virginia Theological Seminary in Alexandria, Virginia, a Doctor of Sacred Theology from Columbia Theological Seminary in Decatur, Georgia, and a Master in Business Administration from the Graduate Theological Foundation in South Bend, Indiana.

Canon Rev’d Dr. Michael Clarke
Principal of Codrington College
The Rev’d Dr Michael Clarke has served the Province of St John as Principal of Codrington College since 2015. He was instrumental in creating the Anglican Youth Ministry Service, an agency of the diocese of Barbados which was set up to provide a service to parishes enabling those in Youth Ministry the opportunity to develop their skills and enable a greater engagement of young people within the Church in the several parishes. He served in this capacity from 1994- 2001. He is currently chair of the USPG Communion-wide Advisory Group and would have been responsible for the staging of the USPG triennial Consultation in Barbados in June 2019.

The Right Rev’d Dr. David Walker
Bishop of Manchester, Chair of USPG Trustees
The Right Reverend Dr David Walker, Bishop of Manchester represents USPG as its Chair of Trustees. As the Chief Pastor for one of the largest dioceses in England, Bishop David supports the mission and ministry of around 250 parishes, approximately 200 schools, and a wide variety of chaplaincies. He is passionate about leading churches in the Diocese of Manchester as they grow, nurture, and serve their communities. Prior to joining USPG, he chaired the board meetings of the Church Commissioners, playing a full part in responding to its predecessor body’s participation in chattel enslavement. As a member of the House of Lords, he seeks to hold the government to account, speaking particularly on housing and homelessness, on criminal justice, and on matters that relate to Manchester and the North-West. A member of the Third Order of the Society of St Francis and Honorary Professor of Anglican Studies at Bishop Grosseteste University, Lincoln, Bishop David also has a wealth of experience in working with the media.

Mr. Peter Weinard
USPG Trustee
Peter Wienand has been a trustee of UPSG since July 2022. He is passionately committed to addressing the historical legacy of USPG’s ownership of the Codrington Estates, and was part of USPG’s delegation to Barbados in September 2023, when he stayed at Codrington College. He was present when the Codrington Reparations Project was first publicly announced there on 8 September 2023. He is a former lawyer (he retired from London law firm Farrer & Co in April 2024, where he practised for nearly 40 years, acting for charities and not for profits among a wide variety of other clients). Before qualifying as a lawyer he read Modern History at Oxford and in October 2024 becomes a student again, having been admitted to the Archaeology MPhil at the University of Cambridge. He worships at St Mary the Virgin, Godmanchester, and has served on its fund-raising committee.

Rev’d Canon Dr. Carlton Turner
Anglican Tutor/Theologian, Queens University Birmingham / Codrington College
Revd Canon Dr Carlton Turner is tutor in Contextual Theology and Mission Studies, as well as Deputy Director of Research, at the Queen’s Foundation, Birmingham. He self-defines as a Caribbean Contextual and Practical Theologian and engages in further research into the intersections of Christian theology and decoloniality, particularly within the British imperial history and context. His first book, Overcoming Self-Negation explores the identity and church practices within the Anglophone African Caribbean, and his most recent book, Caribbean Contextual Theology: An Introduction, is the latest iteration of a Caribbean theological reflection. Carlton is a Bahamian Anglican priest, former Codringtoninan, and theologian who sits on both the Faith and Order Commission of the Church of England as well as the Faith and Order Commission of the World Council of Churches. He also holds the position of Honorary Canon Theologian of Liverpool Cathedral in the UK. He is often lecturing or presenting on issues around reparations, decolonisation, racial inequality, and colonial oppression as they relate to contemporary church practices.

Prof. Sir Hilary Beckles
Vice-Chancellor of the University of the West Indies, Chair of Caricom Reparations Commission
Professor Sir Hilary Beckles is Vice Chancellor of The University of the West Indies. He is a distinguished academic, international thought leader, United Nations committee official, and global public activist in the field of social justice and minority empowerment.
He was educated at the University of Hull. Sir Hilary is a Director at SAGICOR Financial Corporation PLC, the largest financial company in the Caribbean, Chairman of the Caribbean Examinations Council, the former Chairman of The University of the West Indies Press, Chairman of the Caribbean Community, Commission on Reparation and Social Justice, President of Universities Caribbean, an editor of the UNESCO General History of Africa series and a Director of the Global Tourism Resilience and Crisis Management Centre. He has also served as an advisor to the UN World Culture Report and Advisor to the Secretary General of the United Nations on Sustainable Development. He is a past Vice President of the International Task Force for the UNESCO Slave Route Project and a past consultant for the UNESCO Cities for Peace Global Programme.
He has received numerous awards, including the prestigious Dr. Martin Luther King Jr Award for global advocacy. In addition, he sits on the Council of the United Nations University and the Association of Commonwealth Universities. Under his leadership as Vice-Chancellor of The UWI, the institution established a fifth Campus – the Five Islands Campus in Antigua and Barbuda, debuted in the prestigious Times Higher Education (THE) Ranking in 2019 when it was ranked in the top 4% of the world’s best universities. Sir Hilary has spearheaded an aggressive global reputation building strategy, which has resulted in ten global centres in partnership with universities in North America, Latin America, Asia, Africa and Europe.
He also forged strategic industry partnerships to allow for the widened penetration of The UWI brand through new media channels and 24/7 cable television programming made possible by the creation of a public information and education service – UWITV. Sir Hilary has lectured extensively in Europe, Africa, Asia, and the Americas and has published over 100 peer-reviewed essays in scholarly journals and more than 20 academic books.

Dr. Annalee Babb
Barbados Ambassador to the United Arab Emirates / Digital Industries & Journalism
Dr. Annalee C. Babb, Ambassador-designate of Barbados to the United Arab Emirates, is a digital impact strategist with 25 years’ experience in technology development | media | innovation | investment | entrepreneurship. Her podcast My Belonging explores the effect of emerging technologies on value creation and people’s sense of community.
She is the author of a Concept Note, The Communion at Codrington: Centre for the Exploration of Faith & the Human Spirit, commissioned by the Prime Minister of Barbados and Invest Barbados to guide the development of a spiritual university in Barbados. She was the Prime Minister of Barbados’ Special Envoy | Special Advisor to the Ministry of Innovation, Science & Smart Technology, leading design of COVID-19 public health emergency management tech solutions. She was also co-lead organiser of the Creative Industries Trade Digitisation Forum (CITD) for the 15th Ministerial Session of the United Nations Conference on Trade and Development (UNCTAD 15).
Dr. Babb was a member of the International Advisory Board of The Research Council, Sultanate of Oman, providing strategic advice to foster innovation, leading-edge research, emerging tech, and competitive advantages to support Oman’s future development. She was the founding CEO of Invest Barbados, a national Investment Promotion Agency (IPA) created by Government to increase Barbados’ competitiveness as an international business and financial services hub, and world-class jurisdiction for attracting foreign direct investment (FDI).
She received her Ph.D. in International Relations and her Master of Arts in International Law and Diplomacy (MALD) from The Fletcher School. She holds a BA in Mass Communications, Journalism and Political Science from Anderson University, Indiana.

Dr. Deborah Mack
Associate Director for Strategic Partnerships at Smithsonian's National Museum of African American History and Culture
Deborah L. Mack, PhD is Associate Director for Strategic Partnerships at the National African American Museum of History and Culture/NMAAHC. nmaahc.si.edu | OSP Connect At NMAAHC since 2012, Mack is responsible for overall planning, management and coordination of professional partnership programs and international activities, including strategic alliances that promote institutional capacity building and sustainability, professional development and organizational best practices.
She served as Interim Director, the National Museum of African Art/NMAfA from March 2020 to August 2021. Since August 2021 Mack concurrently serves as Director of the pan-Smithsonian Initiative Reckoning With OUR Racial Past /RWORP Our Shared Future: Reckoning with Our Racial Past . From 2000 to 2012 Mack was an independent museum consultant, advising extensively on museum organizational planning and strategic planning, on interpretive and exhibition development, and on cultural and heritage tourism with organizations nationwide and internationally. She served on the advisory Smithsonian Council from 1999 – 2005 and on the NMAAHC Scholarly Advisory Committee 2005 – 2011.
Mack is an active service member of several professional organizations, among them the Association of African American Museums (Board of Trustees and Vice President 2011- 2015); Board of Trustees, the Southeast Museums Conference (2016-2021); editorial board of The Public Historian, National Council on Public History (2013-2018); Advisory Board for Ker ImagiNation Children’s Museum/Learning Hub, Senegal (2020-2023) https://www.imaginationafrika.org/en/; Board Member, the U.S. Committee for ICOM/International Council of Museums (2020-2025).
She serves as a peer reviewer for the National Endowment for the Arts, National Endowment for the Humanities, the Institute of Museum and Library Services and the National Trust for Historic Preservation. Mack holds a Ph.D. and an M.A. in anthropology from Northwestern University, and a B.A. in geography from the University of Chicago.
